"BELST is the republican authority for technical regulation, standardization, metrology and conformity assessment, energy efficiency, control and supervision in construction, supervision of rational use of fuel, electric and heat energy.
It carries out its activities directly and through its lower organizations constituting a single system. It includes three institutions (in the fields of standardization and certification, metrology, professional development), 15 centers for standardization, metrology and certification (located in large industrial cities of the Republic of Belarus), one testing center for light industry products and Departments for Energy Efficiency, Control and Supervision of Construction, RUE ""Gosstroyexpertiza"".
The main activity of Gosstandart is regulated by a set of legislative acts, among them the Law of the Republic of Belarus ""On technical regulation and standardization"" adopted in 2004. Within the framework of its implementation, the System of technical regulation and standardization of the Republic of Belarus has been established. The key documents of the System are technical regulations, in which mandatory requirements regarding the safety of products (and services) at all life cycle stages are established. The governmental standards pass into the category of the documents voluntary for use.
The governmental standards of the Republic of Belarus bear the abbreviation ""STB"". The standards bearing the abbreviation ""GOST"" are also applied as governmental standards, which are used by the Euro-Asian Council for Standardization, Metrology and Certification functioning within CIS. The level of harmonization of the governmental standards adopted in Belarus with the international ones reaches 80%.
